Let's assume that every day when you pass a certain panhandler you give him $1, after a few weeks/months that panhandler will be expecting that $1. So what happens when you don't have that $1 to give, that panhandler becomes angry at you. You held back his $1. This is a very simplistic example of course and I'm not suggesting that Ukraine is begging but the overall premise is the same. My mom used to say 'When You're Too Good, You're No Good'. Regardless of how much you do for someone once you say 'No' it forces them to change and that change makes them angry ..... at you.
